In September of 2016, SWWC began the process of developing a baseline real estate and facility plan to address the facility needs of the agency. SWWC Marshall Administrative Office

SWWC worked with the City of Marshall and the Marshall EDA to purchase city-owned land to construct a new 16,000 sq ft office building at 100 London Road. Conduit revenue bonds were used to finance the construction. A groundbreaking event was held in May 2024, SWWC staff moved into the new building on June 30, 2025, and an open house/ribbon cutting was held on August 27, 2025.






SWWC ELC - Cosmos

Representative Dean Urdahl included $5 million in the bonding bill during the 2018 Legislative Session to re-purpose the Cosmos Elementary School into a facility that would be more appropriate for students with special needs. Construction at ELC - Cosmos was completed Summer 2020. The building also includes one of three locations of SWWC's The READY Clinic.
SWWC ELC - Montevideo

The City of Montevideo and the Montevideo Economic Development Authority donated land to be used for the construction of the SWWC ELC - Montevideo. The building, 22,250 sq ft, is owned by the EDA and leased to SWWC. The building opened in August 2019 and accommodates 30-45 students, with expansion capabilities for an additional 24-34 students. The building also includes one of three locations of SWWC's The READY Clinic.
SWWC ELC - New London

SWWC partnered with the New London Economic Development Authority to construct a new ELC in New London. The building, serving up to 50 students from around the region, is 25,000 square feet and is located along County Road 9, about 2 miles east of Highway 71, providing easy access for students and staff to come and go daily. The City of New London owns the building and leases it to SWWC, the same model used for SWWC’s ELC in Montevideo. The project was completed in August 2024, just in time for students to start the 2024-25 school year.
SWWC ELC - Marshall

SWWC entered into a partnership with Southwest Minnesota State University and Marshall Public Schools for a new Educational Learning Center (ELC) in Marshall, serving students with severe learning and/or behavioral issues who meet the criteria for a federal setting IV special education placement. Under this partnership, SMSU leases space to SWWC to provide up to 42 students a positive, safe environment to learn. Students attending the ELC come from area school districts within a 30-60 mile radius of Marshall. Marshall Public Schools occupies part of the building for their Alternative Learning Center. The project was completed in the summer of 2024 ... just in time for students to begin the 2024-25 school year.
SWWC ELC - Pipestone

In collaboration with Minnesota West Community and Technical College, we completed a facility study focused on re-purposing space and adding additional space to meet the needs of our students at our Educational Learning Center located on Minnesota West's campus. We expanded into new space that includes a recreation area, conference room, early intervention room, an additional classroom, and bathroom renovations.During the summer of 2025, we did classroom updates to improve the teaching and learning experience for both the students and staff. A new nursing office was added across from the entrance reception area. The FACS/Life Skills classroom was relocated from the Recreation Room to its own dedicated area. Work-Learn spaces were added in each classroom to give the students a variety of learning environments.
SWWC ELC - Windom & ALC - Windom

SWWC relocated ELC - Windom from the Highland Elementary School to the Winfair Elementary School in the Fall of 2020. Soon after, the facility underwent a couple of renovation projects to enhance the classroom learning settings for students and create new office spaces for staff. In 2022, SWWC made minor improvements to the west wing of the building to open SWWC ALC - Windom in collaboration with the Windom School District. ELC - Windom and ALC - Windom work together to provide two unique educational environments in the same facility.
