Carl Perkins and Tech Prep Program Improvement: High Schools that participate in the Southwest Minnesota Carl Perkins/Tech Prep Consortium receive an annual entitlement to be used for improvement of state approved career and technical programs. Participating high schools complete a brief application that specifies the approved programs that will be making the purchase and the bill is paid directly by the SW/WC Service Cooperatives, the consortium’s fiscal host. In 2003-04 over $120,000 in improvements were made to approved programs. Examples include: new text books that links to industry standards, consulting services, mileage and sub fee reimbursement for staff development, commercial grade equipment, student organization travel costs, industry based software, instructional videos, etc. Career/Education Planning: The Carl Perkins/Tech Prep Consortium has a deep commitment to assisting students with their career and education plan development. Over 20 schools use their Carl Perkins entitlement to purchase the Minnesota Career Information System for students to use for career and education research and planning. Additionally, about 24 schools access the Kuder Career Planning System (paid by the Consortium) for unlimited career interest, skills, and values assessment for high school students. In 2003-04 over 1,800 students in the consortium took advantage of this state-of-the-art on-line career assessment system. Some schools choose to use Carl Perkins funds to enhance or develop career courses, job shadowing programs, work-site field trips, and student internship programs. 2003-04 marked the second year that the consortium partnered with the 5 Minnesota West campuses and Transition: Project Discovery is the cornerstone of the consortium’s transition program. This program has faithfully served students, special education teachers, and schools for 20 years. Over 170 students come to the career exploration lab in Student Competition: Participation and competition in student organizations is one way to demonstrate the strength of student achievement in career and technical programs. Our region, consistently has some of the strongest programs in Student Activities Conferences Competitions Other Programs Through a grant from the Minnesota Department of Education, the SW/WC Service Cooperative has hired new staff to work with school and district teams identified as not meeting AYP. The new School Improvement Specialists at the SW/WC Service Cooperative come with a vast array of experiences and expertise, including curriculum coordination, staff development coordination, superintendent experience, principal experience, Title I Director experience, special education experience, and English Language Learner experience. It is our overall responsibility to deliver assistance directly to schools and districts to facilitate local efforts to increase capacity and improve student achievement, which includes developing and implementing required improvement plans, and providing technical assistance to schools identified as needing improvement.
Specifically, the School Improvement Specialists will 1) assist district and school teams in the development, implementation and on-going review and refinement of school improvement plans, 2) identify and analyze data and facilitate team dialogue, 3) assist in the identification of specific and joint professional development needs, and 4) plan to meet those needs and support schools as they develop and implement high quality professional development. We provide support at several levels throughout the school district, including school teams, district teams, and regional support teams which are comprised of representatives from school districts in the region, a SW/WC School Improvement Specialist, and MDE Professional Development and Evaluation Specialists. School Wide-Positive Behavior Intervention Support (SW-PBIS) Initiative SW-PBIS is an approach comprising of a broad range of systems and individual strategies for achieving social and academic outcomes while preventing problem behaviors with all students. It consists of three primary expectations: academic skill competence, social skill competence; and life style skill competence.
Transition Outcomes To assist schools in writing measurable annual goals including benchmarks and short term objectives that are student centered and lead to effective transition planning for students with disabilities. MN STANDARDS
